Since 1991, Halong Bay, one of the main destinations while travel in Vietnam which was added by UNESCO to the list of Natural World Heritages, was associated with a large number of honorable titles but there are 3 titles that are engraved in the memory of Vietnamese people.

The most memorable event is that Halong Bay was ranked for the first time as World Natural Heritage by UNESCO. In 1987, the government officially participated in international convention on the protection of the Cultural and Natural Heritage in the World. This event marked the opening of the integration in international activities on preserving and promoting the values of the heritages in Vietnam. In early 1991, the Vietnamese government began to submit scientific documents of its 5 destinations to UNESCO to be considered as the Cultural and Natural Heritages of the Humanity by justifying global values.

In17 December 1994, at the 18th meeting in the city of Phuket (Thailand), the World Heritage Committee of UNESCO added officially Halong Bay to the list of Natural World Heritage Sites thanks to its exceptional beauty values with 100% of the votes.

Halong Bay recognized as the World Natural Heritage has a significant impact on the Vietnam tourism. From there, Halong Bay belongs not only to Vietnam but also to the Humanity. Halong Bay from the National Heritage of Vietnam became the World Heritage to open a new page in the process of international integration by strengthening the conservation of heritage. Halong Bay, an almost essential destination, can create the right conditions for the socio – economic development of in Vietnam in general and in Quang Ninh province in particular.

Halong Bay retains very exceptional and rare geological values in the world. In 1999, scientific records for request classification as World Heritage for global geology and geomorphology values were submitted to UNESCO, based in Paris of France. In December 2000, at the 24th session of the World Heritage Committee organized in the Cairns City, Queensland (Australia), Halong Bay was recognized for the second time as the World Heritage thanks to global geological and geomorphological values.

UNESCO: ‘’Ha Long Bay is conserved positively”

According to the UNESCO’s Chief Representative in Vietnam, the International Union for Conservation of Nature and the World Heritage Committee of UNESCO have felicitated "satisfactory" results of Halong Bay in the management and conservation of heritage.

While speaking at the symposium on "The preservation and promotion of sustainable natural world heritage of Halong Bay" held in the morning 1/11 in Quang Ninh province, Katherine Muller Marin, chief representative of the UNESCO in Vietnam, said: Before arriving in the S-shaped country, she was seduced by the magnificent beauty of Halong Bay where there are limestone mountains, caves, islands of all forms et sizes which arise on the surface of the emerald water in the clear, beautiful, pristine environment…

"The beauty of the bay not only symbolizes the success of the conservation and promotion of natural heritage - culture in Vietnam, in the world, but also a perfect example of this unique, rare and valuable biodiversity system which is kept in Vietnam" said Katherine.

The fact to become the Heritage, the Wonder of the World opened to the Halong Bay immense opportunities but also causes challenges in the effective management, conservation of special values of the bay. As head of the management of Halong Bay, Pham Thuy Duong shared: this Heritage is complex, difficult to manage, because there are many socio-economic activities developing in the Heritage center.

Changes in business, economic social activities exert influences on Heritage. That's why in the past, after several sessions, UNESCO had to seek to provide recommendations for the management and conservation of Halong Bay. The World Heritage Committee has asked Vietnam to explain issues related to the impact of tourism, the fishing village of Cua Van, aquaculture in and around the bay, the impact of building projects… on environmental protection affecting the overall outstanding value of Halong Bay.

During the direct inspection on the spot in October 2013, experts from the International Union for Conservation of Nature (IUCN) showed 7 recommendations on the state of conservation of Halong Bay.

By living in Vietnam, Katherine Muller Marin saw efforts to minimize negative impacts on this Heritage. The representative of UNESCO said that recently, the International Union for Conservation of Nature has praised the province of Quang Ninh on management measures and positive heritage conservation.

The experts of the International Union for Conservation of Nature said that the greatest threat to Halong Bay is tourism. With about 3 million years, some tourist attractions here are overloaded creating the bad impact on the environment.

The vice president of the National Committee of the Heritage and Culture, Mr. Dang Van Bai, said: By showing the recommendations, UNESCO is currently promoting its management tools to make more perfect the work of the heritage protection. Not only Vietnam but also many other countries like USA, Germany, Korea, China ... are also recommended.

On behalf of the Ministry of Culture, Sports and Tourism, Vice Minister Dang Thi Bich Lien praised the management, conservation and promotion of the value of Halong Bay. For 20 years, this World Natural Heritage contributes greatly to develop the economy, tourism in the province of Quang Ninh in particular and in Vietnam in general.

However, according to Ms. Lien, we have always to require processes for the management and planning to minimize the negative impacts of tourism on the environment. The aim is that as the chief representative of UNESCO in Vietnam said: "I look forward to the opportunity to introduce Halong Bay to my grandchildren as I did with my children. So that, they will enjoy this beautiful landscape with deep gratitude like me ".
